আমি আমার এই কলামে এর আগে উল্লেখ করেছিলাম চতুর্থ রাষ্ট্রের কথা। আয়ারল্যান্ডের রাজনীতিবিদ, লেখক, প্রখ্যাত বক্তা, রাজনৈতিক ভাষ্যকার এবং দার্শনিক এডমন্ড বার্ক গণমাধ্যমকে চতুর্থ রাষ্ট্র হিসেবে বর্ণনা করেছিলেন। এর কারণ হচ্ছে তিনি মনে করতেন, গণমাধ্যমই হচ্ছে গণতন্ত্রের অভিভাবক এবং এই অভিভাবক হওয়ার কারণে তারা গণমানুষের স্বার্থসংশ্লিষ্ট সব বিষয়ে সচেতন। এই চতুর্থ রাষ্ট্রের আগে এডমন্ড বার্কের মতানুযায়ী রয়েছে ব্রিটিশ পার্লামেন্ট স্বয়ং এবং তার অন্তর্গত হাউস অব লর্ডস আর হাউস অব কমনস্। তবে তিনি এও বলেছেন যে, এসব প্রক্রিয়ায় মিডিয়ার গুরুত্ব সবচেয়ে বেশি। এই সংজ্ঞার বিস্তারে গিয়ে ইতিহাসবিদ কার্লাইল বলেছিলেন, গণমাধ্যম হচ্ছে শিক্ষিত, যুক্তিবাদী এবং দায়িত্বশীল মানুষদের জন্য যে কোনো বিষয়ে মন্তব্য করার কিংবা মানুষের অধিকার ব্যক্ত করার একমাত্র বাহন। এ কথাগুলো আমার আজকের বিষয় সম্বন্ধে আমি বেছে নিয়েছি এই কারণে যে, দীর্ঘদিন ধরে আমাদের বিভিন্ন মিডিয়ায় নানা রকম প্রতিবেদন এবং সম্পাদকীয় মন্তব্য দেখে দেখে আমার মনে এমত ধারণা হয়েছে যে, আমাদের দেশের বেশিরভাগ গণমাধ্যমের প্রতিবেদকরা সবসময় কোনো একটি ঘটনার ওপর সঠিক মন্তব্য করেন না। বেশিরভাগ সময় এই মন্তব্যগুলো নির্ভর করে কতগুলো অনুষঙ্গের ওপর। এর মধ্যে প্রথম যে বিষয়টি তা হলো, যে ঘটনা কিংবা বিষয়ের ওপর প্রতিবেদন করা হচ্ছে, সেটি সাধারণ মানুষকে 'খাওয়ানোর জন্য' কতখানি রঙের প্রলেপ তার ওপরে দেওয়া যায়।

আমাদের অনেক সাংবাদিক এমত ধারণা পোষণ করেন যে, সেনসেশনালিজম দ্বারাই_ ক. পত্রিকার কাটতি বাড়ানো যায় এবং খ. ওই সেনসেশনালিজমের উদ্যোক্তা যে সাংবাদিক, তার মূল্য অনেকাংশে বেড়ে যায়। এরপর আরও বিষয় আছে। যেমন_ প্রতিবেদনটি কেমনভাবে দিলে পত্রিকার মালিক পক্ষের স্বার্থ সংরক্ষিত হবে, সেটি বড় প্রয়োজনীয় বিষয়। ফলে আমরা একই বিষয়ে একাধিক মন্তব্য দেখতে পাই এবং এতে করে গণমানুষের মধ্যে এক ধরনের ভুল বোঝাবুঝির সৃষ্টি হয়, যেটি অনভিপ্রেত। তৃতীয় বিষয়টি হচ্ছে রাজনীতি সংশ্লিষ্ট। আমরা জানি, আমাদের দেশে দুটি প্রধান রাজনৈতিক দল একে অন্যের সঙ্গে প্রায় কোনো বিষয়েই একমত হতে পারেন না। এমনকি জনকল্যাণমূলক কোনো পদক্ষেপ যদি এক সরকার সত্যিকারের ভালো উদ্দেশ্য নিয়েও শুরু করে, পরবর্তী সরকার এসে সেটি সর্বাগ্রে বন্ধ করে দেন। দুই রাজনৈতিক দলের মধ্যে এই বৈরিতায় পক্ষ-বিপক্ষ নেন যেসব সাংবাদিক, তারাও প্রায় অন্ধভাবেই এক কিংবা অপর দলের ধ্বজা বহন করেন। অথচ আমরা জানি, সাংবাদিকের কাজ হচ্ছে চিন্তা-ভাবনা করে যে কোনো প্রস্তাব সম্বন্ধে সঠিক মতবাদটি যুক্তি সহকারে পাঠক কিংবা দর্শকদের জন্য তুলে ধরা। আমি বলব, আমাদের মিডিয়ার কারণে রাজনৈতিক বিভেদ ও তিক্ততা আরও ব্যাপ্তি লাভ করছে এবং ক্রমে এই দূরত্ব প্রায় অনতিক্রম্য হয়ে যাচ্ছে।

বেশিরভাগ ক্ষেত্রে লক্ষ্য করা সম্ভব হবে যে, আমরা কান-কথাকে বড় গুরুত্ব দিয়ে সত্য বলে প্রচার করি। আমরা কখনও চিন্তা করি না যে, এই ধরনের দায়িত্বজ্ঞানহীন কাজ মানুষ এবং সমাজের, সর্বোপরি দেশের স্বার্থের কতখানি পরিপন্থী হতে পারে। স্কুপ সাংবাদিকতা অবশ্যই অত্যন্ত উপাদেয় এবং গর্হিত নয়। তবে সেই স্কুপেরও একটি ভিত্তি থাকতে হবে। কোনো একটি ব্যক্তিবিশেষ কিংবা মহলের বিরুদ্ধে যদি কোনো অভিযোগ উত্থাপিত হয়, তাহলে একজন দায়িত্বশীল সাংবাদিকের উচিত সেই সংবাদ সম্বন্ধে যথাযথ অনুসন্ধান করে ওই সংবাদে উলি্লখিত পক্ষ ও বিপক্ষ উভয়ের মতকে পর্যালোচনা করে তবেই প্রতিবেদনের সৃষ্টি করা। আমরা যদি সাংবাদিকদের চতুর্থ রাষ্ট্র হিসেবে স্বীকৃতি দিই, তাহলে তাদের ওপর একটা বিরাট দায়িত্ব বর্তায়। এই দায়িত্ব সম্বন্ধে বিশ্বের সব প্রোথিতযশা সাংবাদিক সবসময় সচেতন। মিডিয়ার গোড়া থেকেই সব সফল সাংবাদিকের মধ্যে এই সচেতনতা লক্ষ্য করা যায়। তারা সাংবাদিকতাকে পেশা হিসেবে গ্রহণ করেছেনই একটি মিশন নিয়ে। কখনোই তারা প্রচুর অর্থ অর্জনের কথা চিন্তা করে এই পেশায় আসেননি। তবে এরই মধ্যে পাশ্চাত্যেও এখন ট্যাবলয়েড সাংবাদিকতার বাড়বাড়ন্ত অবস্থা। লন্ডনে পাতাল রেলে চড়লে অসংখ্য মানুষকে ট্যাবলয়েড পত্রিকার মুখরোচক সংবাদ মনোনিবেশ সহকারে পাঠ করতে দেখা যায়। তবে এই অভ্যাসটি একেবারেই স্বল্পক্ষণের জন্য এবং পড়া হয়ে গেলেই সেই খবরের কাগজটিকে ট্রেনের সিটের ওপর চরম অবহেলায় ফেলে রেখেই পাঠক নিজস্ব গন্তব্যে চলে যান। বোঝাই যাচ্ছে যে, বিশ্বের সব প্রোথিতযশা পত্রপত্রিকা যেমন লন্ডন টাইমস, টেলিগ্রাফ কিংবা নিউইয়র্ক টাইমস অথবা ফ্রান্সের লামোঁদ, জার্মানির ডের স্পাইগেল, জাপানের আসাহি সিম্্বুম্্_ এসব এবং এ রকম অজস্র প্রোথিতযশা পত্রিকার যে বিশ্বাসযোগ্যতা তা কোনো লঘু পত্রিকা কিংবা ইলেকট্রনিক মিডিয়ার কখনোই নেই বা হতে পারে না।

এই কথাগুলো তুললাম এই কারণে যে, আমাদের প্রতিষ্ঠিত মিডিয়াগুলোতে, বিশেষ করে পত্রপত্রিকায় প্রথম পাতাতেই বিভিন্ন ধরনের মুখরোচক সংবাদের সমাহার আমাদের অন্তরে চাঞ্চল্যের সৃষ্টি করলেও আসল সত্য থেকে আমাদের অর্থাৎ পাঠককে অনেক দূরে নিয়ে যায়। এর পেছনে আমি মনে করি, দুটি প্রত্যক্ষ কারণ কাজ করে। প্রথমটি হলো বেশিরভাগ পত্রিকা তাদের নিজস্ব কোনো এজেন্ডাকে সর্বজনীন করার একটি চেষ্টা চালান এবং প্রতিবেদকদের বলে দেন, একটি জাতীয় গুরুত্বপূর্ণ ঘটনার ওপর প্রতিবেদন কিংবা বিশ্লেষণ কী রকম হতে হবে। এই নির্দেশকে শিরোধার্য করে সাংবাদিক হওয়ার প্রত্যাশী কিছু তরুণ আছেন, যারা এক ধাপ এগিয়ে যান এবং অত্যন্ত হালকাভাবে একটি অতি গুরুত্বপূর্ণ সংবাদকে সর্বপ্রকার রঙ মাখিয়ে পরিবেশন করেন। আমাদের স্মরণ রাখা দরকার যে, পত্রপত্রিকায় যেসব সংবাদ ছাপা হয় তার প্রতি গণমানুষের অগাধ বিশ্বাস রয়েছে। অতএব যে সংবাদই প্রয়োজনীয় গুরুত্ব দিয়ে ছাপা হয়, বিশেষ করে পত্রিকার প্রথম পাতায়, তা সাধারণত মানুষ দ্বিধাহীনভাবেই গ্রহণ করে। একেকটি পত্রিকা একই সংবাদের এক এক ধরনের ট্রিটমেন্ট করে থাকে। ফলে পাঠকের মধ্যে চরম বিভ্রান্তি দেখা দিতে পারে। আমরা এই বিষয়গুলো নিয়ে কখনোই কোনো সেমিনার, সিম্পোজিয়াম করি না। করলে বোধহয় তা আমাদের সবার জন্য মঙ্গল হতো। আসল মুশকিলটা আমার মনে হয়, দেখা দেয় যখন অত্যন্ত দায়িত্বজ্ঞানহীনভাবে আমাদের বিভিন্ন মিডিয়ার কর্তৃপক্ষ শিক্ষানবিশদের হাতে গুরুত্বপূর্ণ সংবাদ পরিবেশনের ভার ছেড়ে দেন। এসব শিক্ষানবিশ কখনোই বস্তুনিষ্ঠ সংবাদের প্রতি বিশ্বস্ত নন। তারা ভাবেন কীভাবে একটি সংবাদ পরিবেশন করলে জনগণকে সুড়সুড়ি দেওয়া যায় বা তাদের মনোরঞ্জন করা যায়। এসব শিক্ষানবিশ লেখাতেও সিদ্ধহস্ত নন। অতএব, প্রায়শই আমরা দেখি ভুল শব্দ প্রয়োগে প্রতিবেদনগুলো অপাঠ্য অথবা অশ্রাব্য হয়ে ওঠে। কার্লাইল যেমন বলেছিলেন, গণমাধ্যম হচ্ছে শিক্ষিত, যুক্তিবাদী এবং দায়িত্বশীল মানুষদের জন্য যে কোনো বিষয়ে মন্তব্য করার কিংবা মানুষের অধিকার ব্যক্ত করার একমাত্র বাহন, আমাদের সংবাদপত্রের মালিক তথা সম্পাদকরা কি বুকে হাত দিয়ে বলতে পারবেন যে, তাদের সংবাদপত্রগুলো সত্যিকার অর্থে কার্লাইলকৃত সংজ্ঞার প্রতি সুবিচার করছে? ঠিক একইভাবে একই প্রশ্ন আমরা করতে পারি আমাদের ইলেকট্রনিক মিডিয়াকে। যদিও স্বীকার করতেই হয় যে, ইলেকট্রনিক মিডিয়া একটি স্ব-আরোপিত সাবধানতা অবলম্বন করে সংবাদ পরিবেশনের ক্ষেত্রে। ফলে একটি চ্যানেল থেকে অন্য চ্যানেলের সংবাদ পরিবেশনে খুব বেশি পার্থক্য দেখা যায় না। বরং আমি বলব যে, সাম্প্রতিক কিছু সংবাদভিত্তিক টিভি চ্যানেল একটি সংবাদের নানারকম যুক্তনির্ভর ব্যাখ্যা দিয়ে দর্শকের কাছে কেবল সংবাদকে আকর্ষণীয়ই করে তুলছেন না, তাদের মেধাকে অনেকাংশে উজ্জীবিত করে দিচ্ছেন। কোনো টেলিভিশন চ্যানেল দেখেই বোঝার উপায় নেই যে, তারা নগ্নভাবে তাদের নিজস্ব কোনো এজেন্ডা গণমানুষের কাছে তুলে ধরছেন, যে বিষয়টি পত্রপত্রিকার ক্ষেত্রে দুঃখজনক হলেও সত্যি।

অতএব, সত্যিকার অর্থে চতুর্থ রাষ্ট্র হিসেবে যদি আমাদের সংবাদের বাহনগুলোকে স্বমহিমায় ভাস্বর হতে হয়, তাহলে উচিত হবে নিষ্ঠার সঙ্গে, ক্ষুদ্র স্বার্থের ঊধর্ে্ব গিয়ে, সঠিকভাবে গণমানুষের ও গণতন্ত্রের অভিভাবকের দায়িত্ব পালন করা। কেননা, অভিভাবকরা নিজেরাই যদি পথভ্রষ্ট হন, তাহলে পরবর্তী প্রজন্ম তা থেকে উত্তরণের উপায় খুঁজে পাবে না।
