মাসখানেক লন্ডনের বাইরে ছিলাম। তাই লেখাজোখা আর হয়ে ওঠেনি। গত ২৭ এপ্রিল থেকে ৫ মে পর্যন্ত ছিলাম ঢাকায়। যেদিন ঢাকায় পৌঁছেছি, তার পরদিনই দুই দিনব্যাপী হরতাল। তারপর ছুটিছাঁটা, ফলে কোথাও তেমন বেরোতে পারিনি, তবে দেশে আবহাওয়ার উত্তাপ এবং রাজনীতির উত্তাপ ভালোভাবেই অনুভব করেছি। যানজট, মশার উৎপাত এবং ঘন ঘন লোডশেডিং জীবন অতিষ্ঠ করে তুলেছিল। এসব নিয়ে একটু সুস্থ হয়ে লিখব বলে আশা রাখি। এখন পর্যন্ত ঢাকায় আট দিন অবস্থানের ধাক্কা আমি কাটিয়ে উঠতে পারিনি। একটু সুস্থ হয়ে বিস্তারিত লেখার আশা রাখি। আজ মুখতসর।
আমি যেদিন লন্ডনে ফিরি, সেদিন মার্কিন পররাষ্ট্রমন্ত্রী হিলারি ক্লিনটনের ঢাকায় পৌঁছার কথা। বিমানবন্দরে বিশেষ নিরাপত্তাব্যবস্থা দেখেছি। পরপরই ভারতের অর্থমন্ত্রী প্রণব মুখোপাধ্যায়। এই রাজনৈতিক সন্ধিক্ষণেই আমার দেশ থেকে চলে আসা। তবে ঢাকায় অবস্থানের কয়েক দিনেই যা দেখেছি, তার তুলনা নেই। মনে হয়েছে, মাঝনদীতে ঝড়ে পড়া নৌকার মতো দেশ চলছে। কোন দিকে চলছে কেউ জানে না।

অন্যদিকে আমাদের সবচেয়ে শক্তিমান প্রতিবেশী ভারতের অর্থমন্ত্রী, যিনি বাংলাদেশের বান্ধব বলে পরিচিত। অবশ্য তাঁর এই মৈত্রীর ফসল বাংলাদেশের মাটিতে এখনো ফলতে দেখা যায়নি। তাঁর ১০০ কোটি ডলারের প্রকল্প চুক্তি এখনো প্রতিশ্রুতির ব্যাবিলনের শূন্যোদ্যান।

হিলারি এসেছেন, আমাদের মধ্যে মহা উল্লাস। অনেকের আশা, তিনি এবার কৃপার দৃষ্টি বোলাবেন বাংলাদেশের দিকে। তিনি বাংলাদেশের প্রধানমন্ত্রী ও বিরোধীদলীয় নেতার সঙ্গে এক ঘণ্টা করে বৈঠক করেছেন। আবার দুই শক্তিধর বেসরকারি উন্নয়ন সংস্থার প্রধান ড. ইউনূস ও স্যার ফজলে হাসান আবেদের সঙ্গে বৈঠক করেছেন। বৈঠক শেষে ড. ইউনূসকে জিজ্ঞাসা করা হয়েছিল গ্রামীণ ব্যাংক নিয়ে কোনো আলোচনা হয়েছে কি না। তিনি বলেছেন, এসব কথা বলার সময় এখনো হয়নি। এই দুই ব্যক্তির একজন নোবেল পুরস্কার, অন্যজন ব্রিটিশ সরকারের স্যার উপাধি প্রাপ্ত। তাঁদের সঙ্গে হিলারির বৈঠক কাদের স্বার্থ দেখভাল করার ইঙ্গিত দেয়, তা আমি জানি না। ব্রিটিশ আমলের ভারতে ব্রিটিশ রাজপুরুষদের কাছে 'নেটিভ-প্রিন্স'দের খুব কদর ছিল। রাজপুরুষরা সাবেক ভারতের বিভিন্ন সমস্যা নিয়ে আলোচনা করতে গেলে কংগ্রেস ও লীগ নেতাদের যতটা গুরুত্ব দিতেন, তার চেয়ে বেশি গুরুত্ব দিতেন এই নেটিভ-প্রিন্সদের। কেউ কেউ বলেন, বাংলাদেশ এখন স্বাধীন বটে, কিন্তু এ দেশে এখনো 'নেটিভ-প্রিন্স' আছেন। মার্কিন ও ব্রিটিশ রাজপুরুষদের কাছে তাঁদের গুরুত্বই বেশি।

বাংলাদেশে হিলারি এসেছেন, বিরোধী দলের নেত্রী তাঁর কাছে বিরাট আর্জি পেশ করেছেন। আওয়ামী লীগ সরকারের বিরুদ্ধে বিচারপ্রার্থী হয়েছেন। অনুরূপভাবে সরকারি দলও তাঁর কাছে বিরোধী দলের বিরুদ্ধে তাদের অভিযোগ নিশ্চয় জানিয়েছে এবং দেশের সব সর্বনাশের জন্য বিরোধী দলের হরতাল-ধর্মঘটই যে দায়ী, সে কথাই হয়তো মার্কিন পররাষ্ট্রমন্ত্রীকে জানিয়েছেন। অর্থাৎ দেশের দুটি দলই একজন বিদেশ-নেত্রীর কাছে বিচারপ্রার্থী। তারা সম্মিলিত হয়ে বাংলাদেশের জন্য মার্কিন নীতি যেসব সংকট সৃষ্টি করেছে, তার প্রতিকারের জোর দাবি জানাতে পারেনি। আমেরিকা এখন জোর দাবি জানাচ্ছে আফগানিস্তানে শান্তি প্রতিষ্ঠার নামে ন্যাটোর সামরিক তৎপরতায় বাংলাদেশকে যুক্ত করার। এই দাবি প্রতিহত করা না গেলে বাংলাদেশের জন্য এক ভয়াবহ বিপদ ভবিষ্যতে দেখা দেবে।

বাংলাদেশের তেল-গ্যাস এবং টিফা চুক্তি ইত্যাদি ব্যাপারে মার্কিন নীতি বাংলাদেশের অনুকূল নয়। এসব ক্ষেত্রে মার্কিন নীতিকে বাংলাদেশের অনুকূলে আনতে হলে ঐক্যবদ্ধ জাতীয় প্রচেষ্টা প্রয়োজন। শেখ হাসিনা ও খালেদা জিয়াকে দেশের বৃহত্তর স্বার্থে এ ব্যাপারে ঐক্যবদ্ধ হওয়ার প্রয়োজন ছিল। তাঁরা তা পারেননি। ফলে হিলারি ক্লিনটন বাংলাদেশে এসে মর্কিন স্বার্থরক্ষার ব্যবস্থাটি পাকা করার সুযোগ পেয়েছেন। বাংলাদেশের দাবি পূরণের কোনো গরজ অনুভব করেননি; বরং হিতোপদেশ দিয়ে গেছেন। সম্ভবত তিনি এসেছিলেন সরেজমিন তদন্ত করে দেখতে যে আগামী নির্বাচনে কোন দল বা পক্ষকে ক্ষমতায় আনা হলে পশ্চিমা স্বার্থ রক্ষা পাবে। আওয়ামী লীগ ও বিএনপিকে, না নেটিভ-প্রিন্সদের দ্বারা কোনো তৃতীয় পক্ষকে? প্রণববাবুর বাংলাদেশ সফরটি নিয়ে বারান্তরে লিখব। বাংলাদেশের কমিউনিস্ট পার্টি ও তাদের সমমনা দলগুলোকে ধন্যবাদ জানাব বহুকাল পর একটি পুণ্যের কাজ করার জন্য। তারা হিলারি ও প্রণব- উভয়ের সফরের বিরুদ্ধেই প্রতিবাদ জানিয়েছে।
